This new series seeks to connect Windsor neighbors over issues that affect us in a civil, welcoming and constructive way. Each meeting will feature a local expert on a topic, as well as the chance to ask questions and learn from each other.
Our inaugural Yellow Church Chat will be with Deva Marie Proto, who has the very long title of Clerk-Recorder-Assessor-Registrar of Voters. She grew up in Sonoma County, and has a Master’s in Public Administration from Sonoma State University. She has been employed with the County since 2007, and in the Clerk-Recorder-Assessor department since 2009. She was the Chief Deputy Clerk-Recorder for five years prior to running for elected office. Deva was elected to her current position in 2018 and reelected in 2022. Since she was first elected, she has worked to expand access to records and services in her department, and overseen fourteen elections, including the historic November 2020 Presidential election.
She will talk a bit about how elections work and we can ask questions.

Some quick answers to questions you may have:
1) Why is it called the “Yellow Church Chat?”
The friendly and neighborhood-minded pastor at Windsor Presbyterian Church is graciously hosting these meetings in the historic church off the Windsor Town Green. Which church? It’s the Yellow Church on the street. Hence, the name.
2) Is this a church meeting?
Nope – it’s a neighborhood meeting. You don’t have to be a member of the church – or any church, synagogue, mosque, coven or temple – to attend. You just have to be willing to be polite and civil and enter with a positive attitude.
3) Who is organizing this?
We are a group of Windor neighbors who want to see constructive civil discourse. Tim Zahner, a Windsor resident, is coordinating these along with Pastor Mary Beene and with input from the greater community, including the Windsor Chamber of Commerce. None of these organizations are “sponsors” and aren’t endorsing any views presented, but rather hoping to facilitate positive civic discourse.
